Supervision of execution works – Lead expert
Project title:
Technical assistance services for the supervision of the execution works “Regional Water and Wastewater Infrastructure Development Project from Gorj County”.
Work area: Târgu Jiu Municipality – Gorj County
The project consists of investments for the treatment and distribution of water and the collection and purification of waste water that will be implemented for Gorj County, in urban and rural areas, and that will result in the connection to these systems of all citizens in these areas and compliance with the provisions of the directives relevant EU.
Qualifications and Skills
- Higher studies completed with a bachelor’s degree or its equivalent in the fields of hydrotechnical / civil constructions / installations / environmental engineering;
- Demonstrated ability to lead (as team leader, deputy team leader or equivalent) a multidisciplinary team of experts.
Professional experience
- General professional experience of at least 5 years;
- Participation as Leader / Deputy Team Leader and/or Project Manager / Deputy Project Manager, or other positions equivalent to these in terms of responsibilities but with different titles, in at least 1 (one) similar project / contract at the level which has carried out similar project management activities for works contracts (execution and/or design and execution) related to an investment objective in the field of medium infrastructure.
Responsibilities:
As a Team Leader you will have the following responsibilities:
- Total responsibility for the management of the Technical Assistance service contract for the Supervision of Works;
- Administers and carries out the specific activities described by the clauses of the works contracts, as a representative of the EC in its relationship with the Contractors;
- Act as the Supervisor’s representative in relation to EC, Contractors and other parties;
- The Team Leader is responsible for delegation of authority within the Supervisor’s team;
- The responsibility of running the services in the time schedule and in the quality conditions stipulated in the service contract;
- Carrying out any specific activities set out in this Terms of Reference, with the exception of contractual or legal limitations, or their responsible delegation to personnel from the supervisory team with attributions in this regard, including checking their activity throughout the execution for compliance with the contractual provisions of the contract of services and execution/supply contracts for the purpose of the contract;
- Other responsibilities and duties in accordance with the Supervisor’s Manual of Supervisory Procedures.
The Team Leader will be available throughout the Project implementation period for Supervisor managerial responsibilities, as follows:
- continuous presence in the execution phases (activities 4.3.1. – 4.3.6. of these specifications) until the completion of reception at the end of the works and/or reception at the end of the works and commissioning – as the case may be – (minimum days allocated 20 of working days per month), in compliance with the legal provisions in the field of work and correlated with the activities and presence on the Site of the respective contractors;
- thereafter discontinuous presence in the Defect Notification Periods (minimum days allocated 5 working days per month) until the completion of the works contracts and the fulfillment of all the Supervisor’s tasks.
