Romair Consulting as a provider of technical assistance services for the management and supervision of works, coordinated the most ambitious project for the protection of the Romanian coast – “Protection and rehabilitation of the southern part of the Romanian Black Sea coast (Mamaia Sud, Tomis Nord, Tomis Centru, Tomis Sud, Eforie Nord), financed by the Environment Sectoral Operational Program, from the Cohesion Fund”.
“Romair Consulting has successfully concluded an important chapter with which it writes history on the Romanian Black Sea coast. It is a unique and impressive moment: together, we made Romania bigger, more beautiful! After more than a year from the completion of the execution works of the protection and rehabilitation/extension works of the Romanian coast, on 31.01.2017 the final reception of the works took place.

The total value of the project is 170,450,084 euros including VAT. The non-reimbursable financing from the Cohesion Fund is in the amount of 145,680,660 Euro. The financed investments are now successfully managed by the project beneficiary, the National Administration “Apele Române”, as a national institution with competences exclusively in the management of the Romanian coastal area, and will be exploited by it through the Dobrogea-Litoral Water Basin Administration.
The European Commission approved on 22.03.2013 one of the most ambitious projects in terms of reducing coastal erosion, namely “Protection and rehabilitation of the southern part of the Romanian Black Sea coast (Mamaia Sud, Tomis Nord, Tomis Centru, Tomis Sud , Eforie Nord)”.
The beneficiaries of the project are the approximately 278,000 inhabitants who will be protected following the reduction of the risk of flooding the properties, as well as over 32,000 tourists who will be able to enjoy an extended beach.
The project also brought major socio-economic advantages for the more than 122 identified economic operators (hotels, restaurants, shops, fishing companies, etc.) who will also be protected.
The project, funded by the Environment Sector Operational Program, from the Cohesion Fund, implemented measures to protect the beach against the risk of accelerated erosion that affected the areas of Mamaia sud, Tomis Nord, Tomis Centru, Tomis Sud and Eforie Nord, on a length of 7.3 km. At this moment we find extensive beaches, rehabilitated or newly built solid structures that provide safety and an enviable aspect of the Romanian coast, both for the inhabitants of the areas and for the tourists.
The project concluded 1 year ago, consisted of repair works of existing offshore dikes, construction of new offshore dams, rehabilitation and extension of protection dikes, construction of protection dikes of the sandy area and of some buried dikes (spurs), demolition of existing structures and artificial sanding works for widening the beach of the Romanian coast by over 60 meters. The works provided both the execution of new structures, the rehabilitation/demolition/extension of the existing ones, as well as the artificial sanding of the beaches, all being designed to ensure stability for a period of 50 years. After 1 year from the completion of the works and a careful and permanent follow-up from Romair Consulting on the behavior of each built element, we find that the shoreline has evolved according to how it was presumed at the modeling phase, topographic and bathymetric measurements during the Fault Notification Period both by the Romair Consulting Experts and by the Beneficiary’s experts confirm this. Moreover, it can be concluded that the sedimentary material (sand) did not migrate from inside the protection cells, the material that generated the appearance of the deposition areas, coming from the slope from the sea adjacent to the berm. A slight descent of its crest was also observed, as a result of the wind erosion, as it was presumed since the modeling phase that was the basis for defining the technical solution. There is the appearance of diffraction zones located at the roots of permanent structures. The pace at which the sand deposition process occurred in the Defect Notification Period was accelerated in the first part of 2016 and slightly lower in the second part of it. The executed structures had a normal behavior, an evolution according to the way it was presumed at the modeling phase, taking into account the fact that this winter the meteorological phenomena and storms in the Black Sea were not within normal limits, but rather towards the notion of extreme phenomena.
Following the implementation of the Project, the following was pursued:
- Protection and improvement of the quality of the environment and of the living standards in Romania, following the compliance with the provisions of the environmental acquis.
- Full compliance with EU Directives and Romanian legislation in the field of construction of erosion protection infrastructure of the Black Sea coast in the area of Mamaia Sud, Tomis Nord, Tomis Centru, Tomis Sud and Eforie Nord;
- Increasing the level of protection of assets and increasing the safety of housing in this area by stopping the erosion process and creating the infrastructure to prevent the phenomenon in the area affected by the project;
- The project will contribute to increasing the local institutional capacity to implement projects with European and national public funding
- The project is part of a wider, long-term initiative in the context of the Recommendation on Integrated Coastal Zone Management and the Framework Directive on the EU Marine Strategy.
