The need for this project arose as a result of the floods produced in 2005, 2006 and 2007 and a particularly serious series during which the warning levels on rivers were frequently exceeded and on more and more areas in the Prut basin. -Barlad. Therefore, the main objective was to ensure a minimum standard of protection of inhabited areas, urban areas. The options analysis highlighted the need for a combination of measures to achieve this goal, measures to mitigate flood waves upstream of urban areas and increase the transport capacity of the riverbed through areas to be protected.
General objectives:
- Identification of key areas at risk of floods in the sub-basins of the Prut and Barlad rivers in N-E Romania, implementation of a MDT in important points in the basin;
- Identifying the main causes of floods in the studied area;
- Quantification of flood risk on life, property and key infrastructure;
- Creating a strategic framework or vision to reduce the risk of floods;
- Demonstration of the effectiveness of different flood risk management measures and of the efficiency of different flood risk management measures;
- Creating a hydrodynamic model of the Hydrographic Basin and facilitating the creation of flood maps. The digital terrain model will be the basis of hydraulic and hydrological models, which can be used to study and make maps, draw flood curves in different predetermined scenarios, make flood hazard maps to help competent authorities set priorities and takes technical, financial and political decisions regarding the efficient management of the flood hazard within the basin.
- To reduce the risk of personal injury, loss of life and property damage caused by floods
- Ensure that up-to-date information and maps of flood hazard are available and used to make decisions with an impact on vulnerability, exposure and flood risk;
- Development of a prioritized list of investments necessary to reduce the risk of floods in accordance with Romanian and European legislation, so over 100 investments have been developed, of which 3 are execution (construction of polders, relocation of Bahlui River and Development of Maps High precision floodability)
Within the project were identified the investments:
- Development of the Bahlui riverbed in Iasi
- Polder on the Bahlui river, downstream and upstream of Podu Iloaiei locality
- Non-permanent accumulation on the Bahluiet river, upstream of Targu Frumos locality
- Non-permanent accumulation on the Vamasoaia river
- Resizing the Chiperesti hydrotechnical node
- Integrated decision support system in the Bahlui river basin
- Updating data and modeling in the Prut-Barlad basin for the creation of flood maps and risk maps
- Services performed in the field of Geodesy:
- Development of Master Plan and proposal of solutions to reduce the effects of floods;
- Environmental impact assessment / Feasibility study;
- Preparation of the award documentation for the contract “Risk and Hazard Maps for floods in the Prut-Barlad River Basin” at the level of 2011;
- Realization of a complete, correct and continuous DTM for the hydrographic basin with an area of over 20000km2, through topo-bathymetric measurements on all river courses and LiDAR scanning of the project area;
- Integration of data in GIS application and development of flood maps, risk analysis in project areas and development of flood prevention, protection and mitigation applications.
