Completion of the Glina Wastewater Treatment Plant, rehabilitation of the main sewer collectors and the Dâmbovița sewer (cassette) in Bucharest – Stage II

The general objective of the service contract is to provide technical assistance services for the Supervision of Works during the design and execution of construction works included in the Project, while ensuring compliance with standards in national and European legislation on works execution and environmental protection.
The general and specific objectives of the project and of the service contract

The general objective of the Project “Completion of the Glina Wastewater Treatment Plant, rehabilitation of the main sewer collectors and the Dambovita (Caseta) sewer in Bucharest – Stage II” is to continue improving the infrastructure in the wastewater sector in Bucharest in order to fulfill the obligations to comply with transition commitments and intermediate objectives set by the European Commission and the Government of Romania for the implementation of EC Directive 91/271 on the collection and treatment of urban waste water.

The specific objectives of the project are:
  • Increasing the degree of wastewater treatment and improving the quality of the effluent according to Directive 91/271 / EEC on urban wastewater treatment, with the consequence of improving the quality of the Dambovita River;
  • Ensuring an efficient management of the sludge resulting from the wastewater treatment, in order to comply with the Directive 86/278 of the European Commission;
  • Improving the wastewater management system and reducing operating costs as a result of reducing seepage in the sewerage network.

The general objective of the service contract is to provide technical assistance services for the Supervision of Works during the design and execution of construction works included in the Project, while ensuring compliance with standards in national and European legislation on works execution and environmental protection.

The main results pursued by the promotion of investments in the field of wastewater aim to achieve the commitments deriving from the European directives on wastewater treatment (91/271 / EEC) are urban wastewater collected and treated (from the perspective of biodegradable organic loading) for all agglomerations greater than 2,000 Ie Therefore, the purpose of the project is to expand and rehabilitate wastewater collection and disposal systems which consist mainly of the following measures:

  • Rehabilitation / modernization and extension of wastewater collection systems and wastewater treatment plant;
  • Sludge management in the Project area;

The results of the implementation of the service contract:

The supervision of the works will lead to the implementation in good conditions of the works contracts proposed within the Project, from the point of view of quality, costs and time period, in compliance with the conditions of the contracts and the legal provisions regarding the quality of the works.

Source of financing

The acquisition of services ensures the continuation of the supervision of the works of the Project “Completion of Glina Wastewater Treatment Plant, rehabilitation of main sewer collectors and Dambovita sewer (Box) in Bucharest-Stage II”, financed by POIM 2014-2020, in accordance with the obligations stipulated by Law no. 10/1995 regarding the quality in constructions, republished, with the subsequent modifications and completions.

The project “Completion of the Glina Wastewater Treatment Plant, rehabilitation of the main sewer collectors and the Dambovita sewer (Box) in Bucharest – Stage II” is part of Specific Objective 3.2 “Increasing the level of collection and treatment of urban wastewater, as well as the degree of ensuring the drinking water supply of the population”, through which actions are promoted that contribute to the fulfillment of the priorities from the Accession Treaty for the water and wastewater sector.

By supervising the works, the works contracts are successfully completed in terms of quality, costs and in the period of eligibility of expenses, in accordance with the Financing Decision and in compliance with the conditions of the Financing Agreement.
